Timothy Bird

President & Chief Executive Officer

Timothy Bird provides senior counsel to clients in the health and life sciences industries and is responsible for leadership of agency-wide business operations and business development. With more than 23 years of public relations and communications experience, he has successfully helped global companies define and build their reputations, manage issues to reposition themselves in the marketplace, launch new products and heighten awareness of existing brands.

His broad experience has involved management of multi-national campaigns across many different industries including pharmaceutical, consumer package goods and information technology. He has worked in a range of therapeutic areas including cardiovascular disease, neurology, diabetes, health and wellness, immunology and endocrinology.

Tim is a Cum Laude graduate of Temple University, with a BA in journalism and public relations.

Julia Jackson

A seasoned communications professional, Julia Jackson joined Cooney/Waters Group in 2008 bringing more than a decade of experience across the spectrum of healthcare and pharmaceutical communications.

Over the course of her career, Julia’s passion for healthcare has led her to develop, implement and manage public relations programs geared to educating and engaging consumer and professional audiences about pharmaceutical products, medical devices and diagnostics, as well as online healthcare assets. She has counseled clients in the creation of groundbreaking campaigns in the areas of social media, healthcare communication and grassroots campaigns that have gained the recognition of her industry peers through numerous industry awards. She has led teams that introduced important new medicines to healthcare providers and patients for the treatment of diseases such as epilepsy, diabetic peripheral neuropathy, cardiovascular and blood disorders, fibromyalgia, diabetes, oncology, obesity and orphan diseases. Julia has been instrumental in the development, launch, and management of multi-disciplinary, multi-channel public education programs including support of branded initiatives. As part of these campaigns, she spearheaded and grew relationships with dozens of third-party advocacy groups ranging from the Society of Hospital Medicine to HealthyWomen.

Julia received a BA in journalism/ media studies and English Literature from Rutgers University and has completed 14 marathons.

Tom Rovine

Vice President
Tom Rovine has supported a wide range of product communications and public disease education initiatives on behalf of pharmaceutical, biotech and medical device companies for 20 years. Tom oversees corporate and product communications and product communications for many of the firm’s clients. Tom joined CW in 2010, and during his tenure he managed product and corporate responsibility programs, as well as national media campaigns on behalf of clients to drive uptake of adolescent and adult immunization – including an award-winning Hispanic grassroots program that helped increase meningococcal and pertussis immunization rates among Latino teens.

Tom is a graduate of Cornell University.


Noelle Osiecki

Vice President
Noelle Osiecki brings over 14 years of consumer health marketing and pharmaceutical communications experience to the agency. Her diverse experience spans the entire lifecycle of a product – from pre-approval data communications and disease state awareness, to FDA approval, product launch, and mature brand communications. Noelle has worked across multiple therapeutic areas and conditions including obesity, hepatology, medical aesthetics, dermatology, insomnia, nutrition, oncology, hematology and respiratory. She has extensive experience working with pharmaceutical clients to develop compelling educational consumer programs with measurable results, developing strategic media plans and issues management protocols.

Noelle holds a BA degree in Economics and Business with a minor in Anthropology & Sociology from Lafayette College.

Lindsay Paul

Vice President
Lindsay Paul has more ten years of experience in healthcare communications in the areas of stakeholder engagement, product launches, consumer outreach, as well as data promotion, medical meeting and editorial support. Lindsay currently oversees day-to-day public relations and advocacy activities for many of the firm’s clients. She has experience in the areas of infectious diseases, cardiovascular disease, digital health, diabetes and oral health. Throughout her career, Lindsay has developed, implemented and managed branded and unbranded healthcare public relations programs targeting consumer and professional audiences for pharmaceutical products and medical devices in all product life cycles.

Lindsay received a bachelor’s degree in communications from Chapman University.

Sherri Michelstein

Director of Health Advocacy Communication

Sherri Michelstein, a founding member of Cooney/Waters Group and Alembic, has spent nearly 30 years in public relations. As Director of Health Advocacy Communication, she manages education, marketing support, issues-management, and coalition-building programs on subjects ranging from influenza and meningococcal diseases to opioid addiction to disparities in healthcare. She has also developed and implemented programs designed to communicate the value of vaccines to a range of audiences, including policymakers, physicians, and consumers.

Among her accomplishments is an annual influenza vaccination education program that has been credited with measurable increases in the number of consumers seeking annual flu shots. She also played a key role in developing programs to increase awareness of the problem of meningococcal disease among U.S. college students, which led to national policies supporting immunization of incoming students. She has designed and executed a number of national consumer education programs with regional/grass roots roll out.

Previously, Ms. Michelstein was a senior associate in the healthcare group at Ogilvy Adams & Rinehart.

Ms. Michelstein formerly served as a law clerk in the Superior Court of New Jersey and practiced law. She also worked as an independent policy analyst.

She is a graduate of Syracuse University and the Cardozo School of Law.
